  • Studies of law with the elective course public international and European law and additional studies in Anglo-American Law at the Heinrich-Heine-University Düsseldorf.
  • Graduated with the first juridical state examination and granted the grade of a diploma of law (University of Düsseldorf). Legal traineeship at the district court of Duisburg with positions in the office of the Lord Mayor of the state capital Düsseldorf and in the external office of the Konrad-Adenauer-Foundation in Amman (JOR).
  • Graduated with the second juridical state examination as assessor. Postgraduate studies with the degree “Master of Laws in European Union Law” (LL. M.) at the University Leicester (GB).

From 1999 until 2014 elected municipal officer inter alia as councillor and member of the county council. From 2001 until 2010 assistant of members of the State Parliament North Rhine-Westphalia. From 2009 until 2014 First deputy Mayor of the City of Ratingen.

David Lüngen is First Deputy to the Mayor of the City of Erftstadt since 2014. His department includes the office for legal and regulatory affairs, the office for school administration, culture and sport, the adult education centre, the office for social affairs, housing, integration and senior citizens as well as the office for youth and family affairs.

His working priorities are:

  • European law (basics of the European Union, law and law making)
  • municipal law
  • local self-government in the system of the European law (principle of subsidiarity, Committee of the Regions)
  • europeability of local authorities
